The agreement unifies three leading labor organizations, the International Brotherhood of Electrical Workers (IBEW), the Laborers International Union of North America (LiUNA), and the International Union of Operating Engineers (IUOE), under a single Memorandum of Understanding to streamline multi-trade site management, enforce safety standards, and keep builds on schedule. Beyond job site execution, attendees will discover how the Power Your Community campaign mobilizes local union members as trusted grassroots advocates in their hometowns, building authentic local support to help developers navigate permitting and secure critical project approvals.

Scott Satterlee is an International Representative for the IBEW 4th District, where he leads business development and strategic partnerships across Ohio, Kentucky, Maryland, Virginia, West Virginia, and D.C. With 13 years of industry experience, Scott specializes in increasing union market share by building bridges between labor, developers, and contractors. Before joining the IBEW International Office, he served as Business Manager for IBEW Local 64, where he oversaw operations and membership growth. Scott is a champion for the IBEW brand, focusing on how a highly trained union workforce improves the safety and efficiency of modern energy infrastructure.
Marshall Brown, Laborers International Union North America (LiUNA)
Marshall Brown is the Director of Mid Atlantic LECET for LiUNA, where he oversees business development and market expansion across North Carolina, Virginia, Maryland, Washington D.C., Pennsylvania, and West Virginia. In his role, Marshall drives sales and working hours for signatory contractors while advancing career opportunities for more than 40,000 construction craft laborers. He specializes in building strategic bridges between contractors, project owners, community groups, and government entities to secure high-impact development opportunities. Marshall is a dedicated advocate for the Laborers, focusing on how collaborative union partnerships strengthen local economies and ensure the reliable execution of modern renewable energy infrastructure.
Brady Horne, International Union of Operating Engineers (IUOE)
Brady Horne is the Business Manager of IUOE Local 147 and an at-large Executive Council member for the Virginia AFL-CIO, leading labor strategy and workforce development across the region. With extensive leadership in the operating trades, Brady specializes in expanding union market share and securing high-quality job opportunities for local heavy equipment operators. He collaborates directly with developers, contractors, and municipal leaders to align workforce availability with regional construction demands. Brady is a champion for IUOE members, focusing on how skilled union operators simplify site coordination, accelerate project delivery, and build long-term economic stability through utility-scale renewable energy projects.
Maddie Sirois, Power Your Community (PYC)
Maddie Sirois is the NRDC’s 4th District Campaign Organizer for Power Your Community. In this role, Maddie leverages the technical expertise and local credibility of PYC’s union partners to organize and win permit fights for renewable energy projects across Virginia, West Virginia, Kentucky, Ohio, DC, and Maryland. She grew up in a union family and has been a community organizer for years, alongside her previous roles in workforce development research and technical assistance.
